
Summary - This paper examines key elements of the European railway safety regulatory framework, including both provisions currently in force and those under consolidation. It offers a structured interpretation of the responsibilities1 assigned to railway operators. The analysis identifies key limitations observed during the initial implementation phase of this regulatory framework within the Italian context and discusses possible reasons for its limited effectiveness in terms of measurable safety
outcomes.
The discussion is further developed through the methodological proposal of Sharing Enterprise Well-being (SEW), a Human and Organisational Factors (HOF) management protocol developed since 2009. SEW integrates analysis and intervention on the interactions between human factors, organisational factors, and engineering processes, with the aim of improving the safety performance of railway operators.
