Summary - The public transport operating program has a significant impact on the cost per kilometer of the service, but the related estimation models (such as that of Italian Ministerial Decree 157/2018) fail to take this into account adequately because they do not consider the different use of personnel and vehicles resulting from a specific temporal and quantitative distribution of the rides offered. In order to overcome this significant limitation, this study proposes a methodology for adjusting the cost derived from most existing models, which uses a correction coefficient K obtained from a statistical relationship based only on data derived from the service timetable. The procedure developed is generally valid and applicable, with targeted recalibration, even to areas with territorial, structural, and mobility supply/demand characteristics that differ from those taken as a reference in this study.
