The effect of the Brenner base tunnel on the freight traffic across the Eastern Alps

Abstract - Freight exchange between the territory south of the Eastern Alps and the Central-Northern Europe uses primarily two transport systems: the Brenner system and the Tauern system. The first crosses the Alps at the Brenner pass, at the border between Italy and Austria, while the oth- er uses the Tauern tunnels in the Austrian territory. Both systems comprise a motorway and a railway. This paper studies the effects of the railway base Brenner tunnel on the split of transport demand among these four transport modes - the two motorways and the two railways - through the es- timate of their cost functions before and after the entry into operations of the tunnel.
